It's a technique and a style of singing. Anything you said about rap, can also be said about the type of growling they do in metal.

When someone growls, you know they growl. When it appears in a non-metal song, anyone who's familiar with it can identify it for what it is, and as something entirely separate from regular singing.

This is actually a decent point. But don't misconstrue rap as a "style of singing". By definition it is NOT singing, as it eschews vocal melody in the interest of rhythmic spoken word. I suppose the death-growl can be seen as a similarly unique device... the only difference in validity is subjective. The cowbell is its own musical instrument just like the electric guitar, but one is obviously a superior vehicle for expression.
