How many seasons will it take before
Towns > Greg Monroe
Or
Okafor > enes Kanter
Will it take 3 plus seasons for those guys to produce what Monroe or Kanter will next season or do you think towns/okafor hit the ground running as more productive players than Monroe/Kanter?

Neither are winners, so if Towns can make the playoffs with the same or greater role than Monroe has in Detroit then I'd put KAT above him.

I mean for a team like ny or minnisota. If they signed a fa like Kanter or Monroe would those guys produce more in those situations than one of the draft picks would? And for how many seasons would the be more productive?

Okafor should step into the league better than Kanter. He just have to be decent on defense.
I think it'll take awhile for Towns to be better than Monroe. Monroe is a lot better than he's given credit for.

If you were to sign Kantar or Monroe then they would tie up your cap for three to four seasons. With Okafor and Towns they'd be on a bargain of what you'd pay a free agent during the same amount of time, plus you'd have them possible locked up for five years after.
I don't see the Knicks possibly being contenders the next two or three seasons, so I'd just do what any sensible team would do in this situation: rather than overpaying for mediocre free agents you stockpile your assets. Knicks fans need to learn that you rebuild through the draft rather than Free Agency, you have to be patient with your team.
It doesn't matter who'd be better in the next five years, it matters what you surround them with.
