What is the point of giving Portland the higher seed if they don't get HC? I know they are division champs but isn't higher seeding supposed to help you get HC?

Seems dumb. If they're going to give them the higher seed, give them home court too.

Blazers can go 10-72 and be the playoffs as long as the other 4 teams in their division have worse records.
Usually this is never an issue, but Southwest was way too strong this year.

Been like this since the beginning of time. Leader of division get a playoff spot and top 4 seed. Used to be top three seed and before that 2 back when their were 2 divisions.

Teams like Portland still benefit from drawing a weaker first round opponent, in theory, by getting the #4 seed by virtue of being a division winner. If they were ranked on record a team like Portland would be facing the #3 seed instead of the #5 seed. This year there is not much of a difference between the #3 and #5 but you can see in many years there still is a benefit, even without HCA, for being guaranteed a top 4 seed as a division winner.

I thought:
1 vs 8
2 vs 7
3 vs 6
4 vs 5
Isn't that how it normally goes? But not this year? Don't understand.

It is the same this year.
If you win your division, then you are guarantee a top 4 spot regardless of your record. If your division suck, you can still get a top four spot if you're .400.

so you get to play the 5th seed instead of the 3rd seed
(3rd seed, in theory, is a better team than the 5th seed)

it's not even as bad as the east this one year when one of the top 4 seeds had a losing record and wouldn't have made he playoffs if it wasn't for the division rule. i forgot what year it was but yea.
