Because race and poverty are somewhat correlated. And cops/people in general, treat people they perceive as powerful better.
Eg. cop sees a guy he thinks might be able to get a good lawyer and sue him, Cop sees a guy that looks like a hobo. Who do you think the cop treats with more respect?
