I just don't see who to swap him for.
Keanu has some of the greatest action movies ever in matrix, point break, john wick, speed. I also think he's better in serious roles and also in comedies.
Bruce Willis is just an action movie legend.
Jackie Chan pretty much invented the genre and did some of the most horrific stunts himself like falling three stories on his head... and they did two takes because he didn't like the first one.
Tom Cruise is a superstar action star with a great ongoing franchise, and even his side projects are amazing, collateral, edge of tomorrow, minority report.

Arnold is obviously great, probably in top 5, just doesn't cut it against these guys.

I agree with this. Lee's movies aren't traditional action movies either, more martial arts movies, which I kind of view as a subcategory of action.
