if it gets really really hot for a few days somewhere in the tropics, it isn't called a natural disaster in spite of the climate exhibiting an extreme weather situation.
if a mild streak hits for 10 years and a township fails to invest in its snow removal infrastructure, is the pending snowstorm that will wreck their lives for three weeks a natural disaster? or is it a manmade disaster?
when the people governing new orleans failed to keep the levees up to date or whatever the hell went wrong down there, thus exacerbating the damage far beyond what it necessarily would have been had the city been adequately prepared, is that a manmade disaster? or still part of hurricane katrina?
is a draught a natural disaster? definitely has been in the past. but not if you got a well spring nearby or an aquifer you can access or bottles of water on the shelves and fresh produce being trucked in.
nuclear meltdown? that is quite naturally a manmade disaster........
