Would there be any 5-5'4 elite players like how CP3, Curry, and Westbrook are playing against 7 footers?
Or would the league be full of 5'8-6' athletic players with everyone being versatile enough to guard 1-5?

I think 90% of the league would be exactly 5'11".

Are you kidding me? Of course there would be some great 5'5" guys. Capping the max height at 5'11" means no Ibaka or DJ protecting the paint and no 6'8" Pippen with a 7'2" wingpsan hounding the perimeter. Bball becomes much more manageable to play because everyone is below 6 feet. That changes so much.
A couple of inches difference in height isn't that tough to overcome, especially when everyone is below 6 feet. The game would be even more about quickness and speed. This is where the truly skilled players would be able to impact the game more.

Considering people 5-11 and under don't normally develop their games like a forward or center, I'm guessing it would be exactly like 10 guards ****ing around on the court.

Spud Webb would be dunking over everyone. He'd be the most dominant midget ever.
forget about that, I think the game would be more skilled and a lot more shorties would play if we put the basket way higher up so that its not at an advantage to any human.
that way the advantage that these 7 footers have today would be gone and they'd be useless if they can't use their size.

The higher you put the basket, the more rebounding becomes a factor. Size will still matter.

The NBA already has enough perimeter chucking. An under 6' league would be unbearable.

The first one.
There would be many PGs/SGs in the 5'5"-5'8" range. The PFs and Cs would be almost exclusively 5'10"+. SFs 5'8" - 5'10". Probably some blur between these.
We wouldn't see too many elite 5'-5'4" guys... but not because they couldn't be elite in this hypothetical league. Just because there are not too many men at this height at all, and they tend to not play basketball. Whereas there are tons and tons of 5'9" dudes who play ball.

This. Just go to your local Rec Center summer evenings. You'll see that 6 foot dude with actual skill waste away in the post while nobody passes him the ball.

League would be filled with a bunch of uncoordinated, injury prone, knuckleheads. Think of the NBA right now and look at the PF and C crop and realize that these are the best guys in the world at that size. Now imagine those guys trying to bring the ball up the floor, setting up plays, creating for others, making passes. ...:lol
