First explosion equal to 3 tons of TNT, 2nd explosion equivalent to 21 tons of TNT

Any word on what caused the explosion? I swear everything in China is designed to kill you. Escalators, Elevators, w/e this shit is probably a poorly designed refrigerator or something.
