I'd rather they have a player or two missing then not have the whole team at all

The players essentially choose if they want to be in the game or not. I'm sure 2K offered him the same amount they offered everyone else on those teams, but Sheed didn't think it was enough.

Who cares? they would probably just underrate him like they udnerrated scottie to suck MJ off. I remember when i looked at those 96 bulls ratings being disgusted how they rated Pip just ot build up MJ. I fully expect kobe to be have better ratings than Dwyane Wade thi upcoming season...for the simple reasong he's kobe even though he's garbage. While they make good baskeball games they are full of shit just like most people.
The fact that I'm white and I want to call them stupid ****ing white boys says it all...

The entire 2004 Pistons team is kind of gutted, even on top of Rasheed Wallace's absence. The other four starters are there, but no Mehmet Okur, Corliss Williamson, or Mike James either. Little bit of a bummer.

You have to realize that overall ratings doesn't mean everything in 2k. The overall ratings are determined by a formula where different attributes contribute to different positions.
1996 Scottie Pippen for example is rated at like 92 in 2k15. Which IMO is rated pretty well. His defensive stats are pretty much 90+ elite, but he has mediocre shooting attributes which are important for perimeter players.
Wade's shooting attributes are pretty shitty compared to Kobe. That's why his ratings are lower. He's a better defender at this stage, but defensive simply doesn't contribute as much to perimeter players compares to big men.
This is why Dirk's rating suck. Because he has mediocre rebounding/shot blocking/defence attributes which matters a lot to big men. Doesnt mean he's any less fun to use tho.
Not to mention 2k usually does roster updates that adjusts each players ratings as the season goes depending on how they do. At one point Wade got bumped to 88 and Kobe got bumped down to 85. I actually think Kobe's gonna have a beast start to the season despite injuries, so I don't really mind his 85 rating.
I remember Yao Ming was rated like 82 in 2k10, but he was one of the most dominant players in the game (still is).

2k should just put a player in with very similar stats and change the name and number.

2k should just put a player in with very similar stats and change the name and number.I think games used to be able to get away with that but it's become less and less acceptable over the years, especially after Ed O'Bannon sued the NCAA over the generic guy on EA College Hoops' classic 1995 UCLA team that happened to have a lot in common with him.
I don't know how much in common a person has to have with the real life alternative in order for it to be grounds for a lawsuit, but I think most games aren't willing to risk it to find out anymore.

I don't believe Rasheed owns the likeness of all 7 foot post defenders with 3 point range but I agree they probably figure it's not even worth it.

It just seemed like games were much more willing to pull off the "generic human with same position and stats" trick 10 years ago before the Ed O'Bannon lawsuit.
NCAA 2K used to have the same numbers and general likenesses (1993 Michigan had a bald guy named C #4 for Chris Webber). NHL 2K even had a more complicated procedure, where the numbers were wrong, but they could be decoded and edited (ex: all 1's meant 9, so a center on the '84 Oilers wearing #11 was actually #99 aka Wayne Gretzkey).
But yeah, long story short, NBA 2K's never messed with that. Any missing players on classic teams have always been replaced with light-skinned poorly rated generics named John Jones, John Davis, or John Smith. I'm guessing that was there way of staying 100 miles away from the O'Bannon litigation.
