Despite investigations revealing that negligence on the part of "Caitlyn" Jenner led to the death of a woman, "she" will not be charged with any crime.

Wasn't the crash caused by him avoiding paparazzi?
Who cares, just because he's now a women doesn't mean he isn't still an arrogant asshole who is exploiting his sex change for money under the pretence of providing a role model.
If he'd donated his reality TV show money to a gay\trans charity or put it back in to that community i'd respect him, if he got other people up on stage at the espys and acknowledged that him transitioning is nothing like the average person transitioning i'd have respected him, if he'd turned the award down and said to give it to an athlete with real obstacles (like the chick playing college basketball with an inoperable brain tumour or the iraq veteran with no legs running marathons) i'd have respected him. But he didn't do any of that he just whines on his tv show about how his ex wife isn't talking to him now that he's blind sided her by becoming a woman.

Getting in an accident isn't necessarily a crime if you're obeying the law. If he wasn't speeding, and wasn't talking on his phone, then it's going to be incredibly difficult to prove negligence in the court of law. Against a celebrity with endless resources? Probably impossible.
He can still be sued in civil court, which I'm sure the victim of the family will do.
