Yes this news is pretty old, your posting an article from 29 October. We talked about it that day.

Obviously China will have problems with an ageing population in a couple of decades. This is simply the measure to stabilize that a little, to not decrease the population by too much in about 30, 40 years from now.

Probably a bit too late.
