We are watching it in slow mo/multiple angles :facepalm In real time that simply looks like Lowry hooked his arm around Iggy's (straight) arm. Clearly, Iggy did some smart all-defensive team tactics and it was more of a "arm flop" than anything but it wasn't some egregious call.

Anyways, if you watch the clip carefully they didn't call Lowry for the CLEAR original foul he did have where he just basically pulled Iggy's arm out of the way in the very beginning.

But, Lowry could have been called foul from pulling Iggy's arm as well.
