Why is it that these Palestinians target civilians, especially tourists? Why don't they concentrate their efforts against the Israeli government that they have a problem with?

After shooting at five cars, the terrorist then continued on and crashed head-on with another vehicle. Exiting the car to continue shooting, he was neutralized, but not killed, by an Israeli civilian with a gun.
