Going by action, black muslims are the worst followed by Middle easterners and then asians.
The Saudi's are pretty bad though, they just fund all of this but very little action themself.

You also have white muslims which are rare in comparison... they are most easily brainwashed to be radicals considering they were brainwashed to become muslim in the first place.
