Wait I heard the law was that you can be charged before evidence which has nothing to do with convictions. It just means they can pick you up and begin a case against you without needing to jump through hoops. That's the way I heard it reported.

Either way it's still easy for someone to accuse and even if the person does get acquitted the stigma stays with them. Once you hear someone has been accused of a crime that can be such a he said/she said situation it can change how people look at them.
