ISIS claimed responsibility. They said there will be no safety for non-Muslims in "Muslim lands". They also said 15 "foreign crusaders" were killed but it doesn't look like that many were actually killed.

The time and place of the attack doesn't seem to indicate that they're really trying to kill people. Maybe if they carry it out at lunch time or weekend night it would make more sense.
