They only really voted for him heavily in the final 2 week stretch. He absolutely should be starting due to:

Great on court production and having the Raptors at the #2 seed. Both those things should heavily favour Kyle to start. Yes, it helps having DeMar DeRozan who is playing like an all-star too, but the rest of the team are role players (although Valanciunas was playing like a solid 3rd option before he got hurt) that have been up and down or coming back from injuries. Kyle and DeMar have made the team who they are today.

Wall should make it, but he did struggle early in the year and his team currently has a losing record and are out of the playoffs. I see those as his strikes against him for not starting. Some of his early poor play has to be on him, but for me he has stepped up his play (like you pointed out POTM and POW reigning) and is trying to get the Wizards back in the playoffs.
