Although that article is ludicrous, it is true that Merkel has shown very little in the way of leadership for someone so powerful.

In fact her reluctance to show leadership commensurate to her outsized influence has been one of the many factors in the EU's decline.

In a way, this should've been expected: it should not be Germany's job to lead Europe. Ideally they should be looking after their own interests.

But in the current setup of the EU, Germany does in fact decide for Europe in many of the most important matters, and therein lies the problem.

Because of misaligned incentives, we've ended up with dysfunctional nation states AND a dysfunctional EU.

For example, when it comes to borders... if the European political framework made more sense, we would either have effective national borders or effective European wide borders. As things stand, we have neither, and the "moderates" standing for the statu quo are actually a lot more extreme than both nationalists and EU federalists.
