No they all 3 tools to rebuild a team which are through Drafts/Trades/Free Agency
They have a top draft pick, Trade assets in D-Lo, Randle & Clarkson, and Cap Space to sign 2 max players.

The Lakers are in one of the best positions for the future. They have young talent, draft picks, and plenty of cap space.

They have drafted a lot of role players (couldn't start on a good team), maybe if they got a legit good player to put those role players around than they could be ok. They also need a real coach. They are a looong way off. Also they don't have a good owner so that will hold them back.

If they lose this years pick then they might struggle unless they get free agents, but if they land simmons/ingram then they will look just as good as every other young rebuild team.

Not to mention the losing culture and crappy coach it will take even longer. I have to say Boston is doing it the right way. Improving the on court play and roster thru the draft at the same time. This tanking is a waste of time for something not even guaranteed.

You can build a championship contender around brook lopez. give brooklyn brandon jennings, keep joe johnson at the 3, give them a two guard like a ummmmmm oladipo or a young guy who plays both sides of the court and a stretch 4 like ryan anderson. not title contending but a playoff team for cheap minus joe johnson.
I look at the lakers and who do you build around????? lets just be honest....i like clarkson but you cant BUILD a team around a guy who is LEARNING how to play pg at an nba level. julius randle is gonna be the next zach randolph....not explosive,very fundamental but you cant BUILD a team around him. Where do you start in la? Ben simmons is not the answer...dude is gonna come with so much hype and i dont see him living up to it.

An attractive destination will always have a better chance to flip their ailing situation expeditiously if they choose to spend the coin (and if the available free agents are impactful). What I'm referring to is a natural rebuild, comprised of youth and prospects.

I'm referring to a rebuild in the most traditional form dude. Not a short term bandaid patch, complete with ready-to-go vets.

Lakers have drafted studs with the picks they had. Clarkson, Russell, Randle, Larry, AB and more to come with tons of cap space (50 mill +) available and it being L.A. Its gonna be easy

I was referring to Brooklyn dude. My entire post was directed at Brooklyn. The state of NY will always yield additional appeal beyond the monetary value of contract.
The same can be said for LA as well whether you see quotes or not. That, in conjunction with the prestige of playing for the Lakers will always carry added weight. You shouldn't require quotes to understand this. It's tacit knowledge.
And no player signed to a contract is gunna make such a bold statement if they know what's good for their business affairs.

You're right that Boston doesn't have a cornerstone stone player but neither do the Lakers but lets compare their young pieces
Randle, Clarkson, Russell, Nance
Vs
Smart, Hunter, Young, Mickey, Rozier
Imo Sully or KO should not still be included but are solid youngish guys along with Crowder and AB. The Lakers guys are getting their shot while most of the Bos guys haven't crack the rotation yet.
They both have flexible cap situations but I doubt that Boston will attract big named FAs but they will be able to go from a good team to much better with smart FA pick ups.
There might be some fear that Boston maxout as a treadmill team but to be honest it should be an easier path from solid and young to a better for them.
As for the draft the Celtics will be drafting high in this upcoming draft whil LA might not at all
