Ainge got the Big 3 formed in 2007 which resulted in 1 championship and he had a team competing for championships for 5 years, realizing his best players were getting old, he traded them to the Nets for a bunch of draft picks that might go down as one of the most lop-sided trades ever.
During the rebuild Ainge hired Brad Stevens who is now considered the best coach in the East by many, right now Stevens has the Celtics at 32-23, the 3rd best record in the East, to add insult to injury the Celtics will have the Nets first round picks in 2016, 2017, & 2018.
The Nets at the moment are a mess with not much talent and are currently at 14-40, tied for the 3rd worst record in the NBA, that means Boston will pretty much have a top 5 pick in the draft or better for the next 3 years. Pretty much guaranteeing Boston will be a force to reckon with pretty soon.
I must say, Ainge is pretty bad ass.

He has to do something with the assets first. It's cool you fleeced the Nets, but what's the accomplishment in that if you don't win a title from it.
The Big 3 Celtics underachieved partly due to KG's injury, for Ainge to be called the best GM in the league he has to build a true championship dynasty.
So no, he isn't the best GM of this era and with how great Bob Myers has been with the GSW he won't have a chance to be the best GM in the league any time in the near future.
