The list doesn't include international play, this is strictly based on NBA.
JJ had 5 straight seasons of 22 ppg and had an overall good career, so it makes sense that he has a much higher probability based solely on nba play than a guy who has been 6th man more than half of his career.

I'm stating a fact, that list bases it's match on nba play, so the percentages are normal not factoring the international play.
Of course gino is a lock for basketball hall of fame.
