If that were the definition, then only whites could be racist. However, I don't believe that. The problem is simply that racism + power is way worse, so racism from white people near the top (politicians and such) is pretty much the worst type of racism.

Thats what I'd define institutional racism as. But I think racism is just prejudice against someone's race, whether you have power over them or not. Kids can be racist for example. Its not limited to white people.

I know black families here in America that don't want their children hanging out with white children/families. I know Mexican girls that for whatever reason hate specifically white girls and black men.
