More prisons, stiffer penalties, less crime. Criminals deserve to be punished. Career criminals deserve to rot.
The Brennan Center has an interesting proposal to reduce mass incarceration.

Provide federal incentives to states to reduce the prison population while keeping crime down. Basically promote what works by paying states to implement best practices

A requirement that states invest these funds in evidence-based policies that have effectively reduced crime and incarceration
