The 72-10 Bulls lost to the expansion team Toronto Raptors, and had a 32 point loss to the Knicks.

The Toronto loss was 1 point loss and that Knicks team was pretty good.
Don't conveniently ignore those facts.

They also lost to the Heat who had only 8 players suited up and was 25-29 at that point.

The Heat beat the 72-10 Bulls with only 8 players in uniform. Even bad NBA teams are still made up of NBA players, and sometimes crazy things happen. Like the saying goes, any given night. Beating a team 4 out of 7 is a different story.

Or it could mean that Barkley is right , and we just have some really aweful NBA teams in the league , and an very good to great team is whippin everyone in their 40 foot shots.
