Detroit is making a comeback, lots of high end restaurants popping up in neighborhoods that aren't downtown and aren't the suburbs. There is effort to revitalize Woodward Avenue that goes back to when Comerica Park and Ford Field were built. Now the new hockey stadium is joining and pushing that area further out. Dan Gilbert and Tom Gores might be building a soccer stadium too.

The thing is 911 had a meaning before 9/11. It is the code for emergency. If you need help, then dial 911. So these examples you are giving could be referencing 911 or be coincidental.
