The person passing the ball, or the receiver? Also, who do you think should get the turnover? Is there a way to judge the quality of the pass?

The passer gets the turnover 9/10 times

The passer every time. Only exception being if the receiver caught the ball, had possession and then lost it. (That's how it should be, just using common sense. I would assume that's how the NBA rules it.)

This is what I was thinking. The pass was actually successful, but the receiver botched it.

Not always true.

The scorekeeper use their judgement in those cases i would assume

Just like in football, it doesn't matter if it was the QB or WR's fault, the QB gets hit with the INT and turnover. It's almost always the passer in bball.
