Say you have a 36.5 inch MAX vert in your prime. Sure, you might be able to pull off a dunk here and there. Sometimes you might even get lucky and get upward deflection from a defender to get you a few inches higher, might even fool a few people into thinking that was a spectacular dunk. Yeah you might be able to have a few putback dunks IF you manage to time your jump perfectly. Yeah of course, you can bang ur hand on the rim, then pull yourself up on the rim to give the illusion of some special feat. So in summary, yeah, sure, you got something to play around with, nothing great, in fact bordering poverty but mixed with youthful determination it feels like you are jumping 20 feet high.

Then someday you wake up and you are 26 and the reality sinks in. You see the ball, you see the rim...you go up for the dunk and bang, nothing, you are denied by cold steel. This is the reality 'athletes' face when they have a POVERTY peak vertical of 36.5 inch vertical. You have no slack, no leeway....the first sign of decline has severe impacts on what you can do.

Westbrook is a better dunker when he has a running start. How you gonna fault a 6'3 guard when he takes off basically from right under the rim?
