He purposely leaks this "25 year old tape and denies it". Trump is setting the bait for Hillary because if they attack him on it then he can comeback and ask about Hillary's tape of 25 years ago, which involved Hillary being part of the rape culture.

Public figures do this way more often than you think.

Maybe not that exact schtick (too obvious) but they will often directly leak information to the press which is then presented as coming from "a source close to X".

Many celebrities and politicians enjoy playing games with the media behind the backs of their own PR team, which they view in much the same way rebellious teenagers view their parents.

Part of it is just human nature... even politicians want their freedom. But they also love the idea that they are literally writing the news you and I read about (an obvious trait in Trump).
