If Jordan played in a weak conference and team-hopped to a squad with sufficient talent to make the Finals, he'd win the ECF every year, since he won the FINALS every year and he never underachieved on the basketball court

The Lakers weren't fading in 1991 - Magic was runner-up for league MVP he averaged exactly 19/7/13 on 62% TS in both regular season and Finals.
Worthy was All-NBA in 1991 too - he was the Lakers' leading scorer in regular season (21 ppg on 49.2%) and Finals (19.3 ppg on 47%).
And the Lakers had far better personnel after Magic and Worthy:

Jordan didn't reach the Finals in 1995. He lost in the 1995 EC Semifinals.
He didn't reach 6 straight Finals.
He reached 3 straight twice.

There were Finals played that Jordan didn't play in cause he chose to quit the league and not try. Therefore he didn't play in 6 straight.
If he had no more challenges, then why comeback after quitting the first time? What made the challenge harder when he cameback? Fresher legs and better teammates, as other opposing veterans just put 2 more seasons on their bodies?
That was the challenge?
