No. The Cavs have his Bird rights, so it really has nothing to do with the cap. They're smartly holding off on signing him just to see what things shake out with the TPEs that they have and what potential offers come down the pike.

It's the same reason LeBron hasn't made his contract official yet. Franchises with players that they know are eventually going to be signed have the luxury of being able to wait before the official numbers are crunched.

It's just a matter of time for JR, whom the Cavs chose over re-signing Delly or Mozgov.
