Westbrook is a competitor. He will go where he has best chance to win. Considering the state of the league, Spurs makes the most sense.

Korea is a fun place Imo, especially if you'll be located in Seoul or even in Busan. Seoul is big but pretty easy to get around. Great public transportation system. Along with Singapore, best subway lines I've ever seen. Never been to Japan, but I'd assume theirs is right there at the top. Not sure I can provide enough info to help make a decision about studying abroad. I'd choose Japan if I had a choice though.
