There have been plenty of All-NBA snubs, it's a media based award
Chris Bosh was playing for an awful Toronto Raptors at only 24 years old
He had yet made an impact in the media around the league as a big time player, Toronto was terrible so their coverage was minimal, his break out superstar year went largely unnoticed by the media

Bosh's PER got slightly inflated in comparison to Kobe because of the amount of Defensive Rebounds
Defensive rebounds tend to slightly inflate PER, which partially explains LeBron James' inflated PER's
