Aside from Nas, Eminem is probably the best lyricist ever.
Tupac was just an all-around machine, amazing flow, could rap at GOAT level in different styles and moods. Eminem also shares a lot of these qualities.

Tupac isn't close to Em's level in terms of pure rapping skill and as a lyricist. Em is simply GOAT there.
Tupac makes better music though and his music is more impactful, lasting and meaningful. He has voice talent that is rare in rap. He's more than the ability to spit bars. Unmatched charisma, great inflections, etc.

Tupac getting free of Death Row and getting with a label that maximized his talent would have been awesome. Dre is great and all, but he needed to work with more high level producers. So much of his music that was put out is garbage, and that isn't a criticism of him.

As for the OP, Pac draws you in a little more but Em can pull the multi's unlike most I've ever heard. Big L is the only who could hang with him in that realm.

standing the test of time.
It's great when it first comes out...
but then quickly fades to something mediocre.
Most of 2pac music on the other hand
is still great til this day.
And we have to keep in mind certain factors
when comparing the two:
ages/ the message/ style.
I think it's 2pac and not even close.
Eminem basically admits in his lyrics that he's been
a corporate puppet... nobody can ever say that about 2pac.

Eminem was good at first when he was funny. Then he just became a whiny emo cringefest. The best way I can explain it is like a comedian trying to play a dramatic role. Some guys like Jim Carey and Robin Williams can pull it off, but in Eminem's case, it's like Jerry Seinfeld trying to do serious dramatic acting.
Eminem is definitely better than Lil' Wayne though.

Haven't fully delved into either man's discography, but I will say "Marshall Mathers LP" is better than any single album I've heard from Tupac. It's pure genius.
They're both great though.
