US has armed heavily the same "moderate" rebels that eventually formed into ISIS. Do you remember back in 2013 when everyone was claiming we needed to overthrow Assad asap for the alleged war crimes by using chemical weapons on his people(when it was later turned out that rebels actually did it..)? During that period US was arming these rebels and they even knew they had links with Al Queda and other terrorist organizations. It didn't matter to them as the end goal to overthrow Assad was more important. They used these rebels as a tool for the media to portray them as some democratic and secular people wanting to overthrow a violent dictator. But as we know the so called dictator was much more secular and peaceful then the so called moderate rebels which eventually turned into ISIS...
Bottom line is the US clearly knew what was going on and supported it for various reasons(overthrow Assad, give their arms manufacturers a sales boost, etc) but they didn't actually think these terrorists would actually turn into ISIS.

Yes, this was always obvious to anyone with a brain: how exactly were a bunch of fanatics going to overthrow a modernised conscript army without masses of outside aid and support? People who thought this willingly believe in absurdities, just because that's what they're told to do.
Yet we were supposed to believe that the entire country had organically revolted against an evil dictator, and that we had to "support the rebels" (while actually doing so and claiming not to be). Western governments really treat their populations like chimps...
This is also a good time to point out the predictions made by Dondadda when Russia first got involved, and laugh at him:
