Because there were no uber awful teams or actively tanking teams to pad wins on, like we get in the modern era. Nowadays we get so many sub 20 win teams that people think it's normal for them to be in the league. Back then the elite was really good, but the bad teams were not D League level.

If you're right, teams were actually trying yet there were still the same amount of 30 or less win teams back then as there were in 2016.
The only difference is that all the 30 win teams in 2016 are known tankers.
The league was simply weaker back then, both in terms of teams and overall talent.
