Yes IF both sides are willing to meet in the middle and compromise (see: The 1990s). That's how the system was designed to work- checks and balances.

Some points to consider:
We have 8 Supreme Court Justices since February and no plans to take a vote on the 9th.

Our credit rating was downgraded because idiots wanted to shut down the government.

Republicans who are in charge of the House operate under a rule where they only bring bills up to vote that can reach a majority with Republican votes only. This has empowered a narrow wing of the party to be more and more extreme. As such the GOP has moved further to the right than at any time since at least the 1940's and they have moved further from the Center than the Democrats have.

The are 96 vacant judgeships in the Federal Judiciary. That's over 10% of the total. So lawsuits which already take a long time are going even slower.
