Plenty of people have been found not guilty in a criminal case, and guilty/liable in a civil case. The police dont need to prove his guilt with regards to criminal charges. They know he lied whether he was convicted or not, and are bringing a civil suit for damages. They have every right to do that. If they dont have a case or enough evidence, itll be tossed.

The police arent declaring him criminally guilty. Theyre asserting he’s liable for damages, which every person alive knows is factually accurate.

I don't but I do know, with a brief glance, it would take hours just to get to the heart of methodology and break it down for examination. Recent studies show domestic abuse(emotional and physical)in the household of LEOs is probably somewhere between 8-15%. Only about 1 in 150 officers will be arrested(not charged or convicted) during their careers for any crime. So in reality MUCH less than 0.4% were "caught" for domestic abuse.
