Simmons is a sub 60% foul shooter. When your primary ball handler is a lousy foul shooter that is a big problem. Hack-a-Simmons could easily become a thing in the playoffs.
If a guy can't make foul shots it is pretty unlikely that he will be a competent jump shooter. Off the top of my head Bruce Bowen is the only guy I can think of who couldn't shoot foul shots but could make 3s.

This is true. More often than not when a guy is as poor of a free throw shooter as Simmons is, they will not/cannot develop a jump shot. FT shooting is actually a pretty good metric to see how good of a natural shooter someone is.
