EAST

Orlando: Shaq & Penny
Chicago: Mj & Scottie
New York: Ewing & Starks
Indiana: Reggie, Rik, Mark Jackson
Charlotte: Alonzo, LJ, Muggsy, Curry

WEST:

San Antonio: DRob & DRod
Houston: Hakeem & Drexler
Phoenix: Barkley & KJ
Utah: Malone & Stockton
Seattle: Kemp & Payton

All 10 of those teams had a legit shot at the title, even Charlotte was stacked!

Considering the Bulls went on to win 72 games the very next season then 3peat, no

Actually since the NBA expanded to two weak franchises in 1995-96 in the Vancouver Grizzlies and the Toronto Raptors, this further bolsters OP's assertion.

Arguably yes. The East wasn't a joke and there were several good squads in the West, including the defending champs at that time.

I think 2004-05 and 2005-06 seasons takes the cake for this.
San Antonio
Phoenix
Dallas
Miami
Detroit

All were legit contenders. It's hard to call Charlotte as contender despite the talent they had.

09 and 10 were pretty balanced as well.
