Most heads will name Deck's opening verse on Triumph as the GOAT, a select few will name One Be Lo's verse on Reality Check.
But this one imo has a legit shot at the GOAT verse:
https://www.youtube.com/watch?v=1wTZkG86-0w
It has everything.
Flow, Cadence, Delivery, Lyrics
Almost every line is filled with imagery and strong metaphor/similes that are poetic. And there's one after another after another.
Let's discuss

Snoop’s first verse on ‘Gin and Juice’. It’s super simple, but EVERY line is a classic, memorable line that has been referenced countless times.

The real answer is no one verse is actually that mountainously above all the other dope verses. Ain’t no goat verse.
As far as who consistently gave us truly timeless verses ?
Stylistically G Rap is my all time fave.
Black Thought not far behind.
Prodigy and Planet Asia trailing a little further back.
Godfather Don had structures in 94-96 on some whoooooaaaa sh!t.
Pharaohe Monch always gets a nod for stylistics.
Voicewise?
Bill Danz, Raekwon, Eddie Cheeba, Biggie Smalls, and Doom’s weirdo conversational nerdy tone. I also dig high voice cats like Ghostface, Q-Tip, B-Real, Adrock, Bronson, Danny Brown.
Dopest Voice amongst the under 25 crowd is hands down this blizzed out stickup kid from Boston AL.DIVINO.

You’re all welcome.
But content wise IDK...
even though his voice ain’t all that Ras Kass was decades ahead of everyone with homonym/simile/metaphor songs in the mid 90’s. Your Old Droog is the best homonym rapper right now but Ras Kass was better 25yrs sho at the same game.
Best individual verse ever tho ? Rap just ain’t that kinda sport I don’t think.

Mos Def on Thieves in the Night might really be it Talib on Respiration is up there too. Listen to those verses back to back and let me know who had the better one. Its hard to call.
Biggies second verse on ****** bleed. Victory.
Nas on like.....6 songs of Illmatic really. The second verse on NY State of Mind 2 as well.
Listen to Common - Its your world. Both verses.
Considering flow and how well the lines are put together and not so much content....Eminems entire last album...Big Puns first one. Hard to knock either one. A lot of great rappers arent capable of what they did.
Pharoah Monch has a lot like that too.

Also putting aside content and using the "He killed that shit...." standard?

Bun B on Murda
Twista on Po Pimp:

Two of the craziest verses ever for entirely different reasons.
No "content" but still hard to top. Still being quoted if youre from that generation.

Andre has to be mentioned too.
Art of storytelling 4(that song being on a mixtape is a crime)
Sixteen
Sorry
All elite.
And none of those are even OutKast songs. And if you don’t smile when International players anthem comes on we are musically incompatible.
Honorable mention to Cromega on Mobb Deep - Whats ya poison and Bobby Creekwater on You and What Army for lesser known songs.
Also Killer Mike on Willie Burke Sherwood.

Love KG, one of my top 10 All time. I usually recommend 'Rap Life' as an example of what great flow and rhyming is.
Main reason I thought about this song's opening verse is because it's not just words that rhyme or sound dope together (as most rap verses are). Almost every word/line has a deeper meaning.
As much as I love 'Rap Life' and other G Rap albums, they're not as deep/meaningful.
The imagery/metaphors/similes are a bit more deep and thoughtful. Someone mentioned Common and Mos and they're poetic as well. But this one is not just on the same level as those lyrics, but more vivid and street (ugh.. that sounds corny).
This shit just needs extra analyzing to really capture everything he's spitting. Everything he spits has been spit a zillion times by everyone, he just does it better:
Through the lights cameras and action, glamour glitters and gold
I unfold the scroll, plant seeds to stampede the globe
When I'm deceased, by then the beast arise like yeast
To conquer peace leaving savages to roam in the streets
Live on the run, police paying me to give in my gun
Trick my wisdom with the system that imprisoned my son
Smoke a gold leaf I hold heat, nonchalantly
I'm raunchy, the things I do is real it never haunts me
While, funny style ****** roll in the pile
Rooster heads profile on a bus to Riker's Isle
Holding weed inside they ***** with they minds on the pretty things in life
Props is a true thug's wife
It's like a cycle, ****** come home, some'll go in
Do a bullet, come back, do the same shit again
From the womb to the tomb, presume the unpredictable
Guns salute life, rapidly, that's the ritual
And it's also reminiscent of Deck's Triumph as he touches on the same topics.
