Issue here is....you seem to think that would make him a good nba player. That isnt as hard for a D league/borderline NBA guy to do as you seem to think.

The Jazz had tht d league guy Sundiata Gaines who they would bring it at times and he could score points in limited minutes. I remember he even hit a game winner.

The Lakers literally brought in a gray haired D leager who had like 20 his first game:

Half the decent scoring guards in europe or the D league could score 25 in an NBA game where they were promised 35 minutes knowing the team would probably be terrible while they did it.

Guys who dont belong in rotations score 20 something all the time then end up in Poland.

Being able to score a bit in the NBA doesnt make you a good NBA player. It means youre probably top 600ish. Guys whos name we will never type here score 20 something and nobody gives a shit as they go back to obscurity.
