Which qualities in the sports of basketball did he have?

Why didn't the NBA get someone like Jerry West or Hubie Brown or Phil Jackson to run things, you know, someone who is an expert on basketball?

Because the role is based more in pushing the league forward, those are business decisions, not basketball

NBA is a private, family-owned business. you don't get to ask any question,
just shut up and pay. that goes for NFL, NHL, MLB
even The Federal Reserve (central bank for the United States) is private, family-owned business.

The NBA is an entirely independent and fully self-managed entity, who works privately, outside the American Federation It is an organization conceived as a "Limited Corporation" whose members are franchises, which in turn are corporations themselves: that is, we're talking about real anonymous societies that represents together a giant holding company.

Adam Silver has been under Stern for over a decade. He's been just as responsible for some of the positive moves in the NBA.

He also, was the good guy to Stern's bad guy. They played their roles well. He's much more progressive.

Basketball purists hate the guy yet there's people like Roger Godell out there.

Silver is alright. He was groomed by Stern for years, but fortunately he didn't had the ego and narrow vision of Stern. He's a happy medium guy who tries to keep everyone happy. With Stern, lockouts were always a thing waiting to happen. Silver keeps the communication channels open at all times to help prevent things like that.
