He was a good scorer and an average playmaker with average IQ and average passing. If he was a better passer would he average more than two assists in the '98 NBA finals?

No because that's not remotely close to how you would go about measuring a certain skill level of a player.
More assists does not equal better passer, that's just not how reality works.

Mj had alot of assists for a 2 gaurd. Also The triangle offence wasnt designed for one guy to dominate the ball like with LeBron, harden and Westbrook so it's not gonna lead to high individual assists. LeBron who is considered a goat passer gets less than 2 more assist a game than mj as a ball dominant point gaurd so either mj is much better than you think or LeBron is much worse.

IMO Kobe was an efficient passer, except most of the his iconic passes were technically shots that clanked iron and ricocheted right into the rebounding gloves of Lakers HOF 7 foot Tri-Towers man handling guys like KG/Duncan/Dwight

If MJ had better teammates early in his career, he would have more assists. Then he assumed the role of primary scorer in the triangle offense.
So, no, I would not expect high assist numbers.

MJ averaged 44/7/7 on 58%TS against arguably the greatest Celtics team in history, but why are Lebron fans only able to give me better numbers in years he lost in? I could go on and on about 80s MJ putting up ungodly numbers in series that his team wasn't good enough to win in.

He'd have more assists if he had a lesser scoring burden
His team needed scoring champion production from their #1 option to win rings
So only MJ could provide it - only MJ won the scoring title and title in the same season (6 times)
edit: Kareem and Shaq did it once each in their peak seasons of 71' and 00'.. so their peak burden was mj's standard burden to win a ring
Only MJ had to score 10-20 more than his 2nd option to win all his rings (1-man show), yet he still averaged 6 apg for his playoff career and led the bulls in APG for 6 of 9 playoff runs alongside pip
