Every country has around 20 "elite"players that usually play for the national team.

The big teams all want to win. You have Man U, City, Chelsea, Tottenham, Liverpool and Arsenal as the big 6 in the PL.

You want them to take some tier 3 player who can't even cut it into a friendly national team game just because he is English or a player like Salah, Mane, Van Dijk? These three would all be immediate starters on England's national team they are that good.

Of course sometimes you have teams like Bayern where they have 4 times more money than the rest of the teams in their league and they buy the whole national team in their squad. But that is due to lack of financial competition.
