Kawhi should be making around that much in his first season with a max contract

Dudley's vet minimum is 2.6m

Does that mean that the Lakers can now only offer 30.1m to Kawhi?

Are there tricks with timing?

Not only will the Lakers wait to sign those veterans minimum players, but I believe only a portion of vets minimum counts against cap for luxury tax purposes. You are also able to sign as many veterans minimums you want regardless of how far you are above cap
