Houston Rockets
Tried to trade for Jimmy Butler. He did not want to be there and in one of his vlogs on YouTube, he even said he didn't like the heat in Houston (no pun intended). Cannot sign anyone because they are capped out. CP3's contract is one of the worst in the NBA. Only signed players they already had on their roster with no new additions.
Oklahoma City Thunder
The moment Kawhi called up PG, he ran to Presti and wanted out ASAP. PG has never been loyal and is one of the best PR guys in the NBA, e.g. telling the media what they want to hear. Russell Westbrook had these men as teammates: Ibaka, KD, Harden, PG13 and they are all gone. Traded a record number of picks and got back SGA in the process and an injury prone Danilo Gallinari (he is good, but never healthy). Presti is a "genius," but he could have had a dynasty. He drafted a dynasty, but a lot of silly moves got him to this point and he is now paying for it. He has to trade Westbrook.
Toronto Raptors
Yes, they won a title, but let's not pretend they would have beaten a healthy Warriors team. Fat Lowry is old. Marc Gasol is old. They are capped out and can't sign anyone. No one wants to play in Toronto because it's a different country.
Charlotte Hornets
Lost Kemba Walker for nothing, did not offer him the supermax. Signed and traded for "Scary" Terry Rozier. Do not have a future to speak of. Not a free agent destination. They will continue to be in the lottery for the foreseeable future. MJ and his front office need to draft better, period.
Golden State Warriors
Lost KD for nothing. Klay is out for the 2020 season and might not be the same off the ball. Sign and traded for D'Angelo Russell and gave him a 4-year max deal and he probably won't be there long-term. They can't sign anyone because of their insane cap situation. People called them getting D'Lo a smart move, but I don't think it was. Traded Iggy to Memphis because he told the truth about their medical staff. The Warriors dynasty is over. The west is too strong and they will never win another title.
Honorable Mention:
New York Knicks
Not really losers per se, but they did not get any top free agents, so they wasted all of that cap space on Julius Randle, Elfrid Payton, Bobby Portis, Reggie Bullock, etc, but I have to say the Knicks did not have a worse off-season than the other teams mentioned above, but the expectations was Zion, KD and Kyrie, not Randle and Payton.
