If Ainge expected Kyrie was going to leave, then yes, Kemba would be and should be the team's top priority. I see nothing wrong on his statement, except Kanter.

My interpretation is, since Hayward already on max, and we also offer Kemba the max, we don't have much cap left. Under that circumstances, Kanter probably was the best and only choice left and "end up" to be our first choice.
