It seems to me that, generally speaking, people that are seeking money and specifically... power... well... it really doesn't matter what type of government you have. They will weasel their way in.
I'm hoping someone can tell me otherwise.

But the bigger problem than the form or size of the government is the fact that bribery is legal.

Democracy is the closest because you can vote people out after a few years and there are also other avenues to expel corrupt politicians... The exception is, of course, where everyone running is corrupt then it does not matter who you vote in. Eventually, all governments probably become corrupt because humans are shitty creatures. All governments, including Roman Republic and Greece went down to corruption

getting money out of politics and limiting congressmen to X amount of terms would be a solid start.

it's not about the form of government but rather the culture of the people.
high IQ societies that value the whole rather than the individual have been capable of running very effective, solvent governments.
immigrants generally ruin everything since they could care less about "the whole" when they were never a part of it. at that point it becomes a capitalistic rat race.

All governments should be abolished and replaced with DRO’s. Dispute Resolution Organizations. A free market of insurance companies that you can pick and choose from to buy into for protection, contract enforcement, and benefits.

Humans have a corrupt nature by default. The old saying "power corrupts and absolute power corrupts absolutely" is very true. A democratic republic like we have with Constitutional checks and balances is the closest the human race will get to being incorruptible. Even with our checks and balances we still see people leaving congress millionaires who were not one when elected while earning salaries less than 200K annually. Most political decisions here center around being re-elected rather than what is best for the country. We desperately need to amend the Constitution to add term limits for Congress.

Well how long is 'ultimately'. For example, Singapore government has been pretty clean. So does New Zealand.
Any form of government can be corrupt...or not corrupt.
