Penny Hardaway has become extremely overrated with nostalgia. He basically didn't do anything without Shaq. The one season he played without Shaq before he got injured saw his efficiency fall heavily.

Then why didn't other players become overrated with nostalgia?
The question is not who was more efficient, it was who was a better basketball player. I know its hard for you to make the distinction because in your head eveything is about efficiency. The obsession with efficiency began just a few years ago.
fyi TMac was not the hallmark of efficiency either
T-Mac at his best averaged 32.1/6.5/5.5/1.7/0.8 on .457/.386/.793. He had an OBPM of 9.8 which is one of the highest recorded marks in league history.

Penny's peak in OBPM was 6.4, and he assisted more with less usage. but Penny was more than just the boxscore stats. He had more of Magic in him while TMac had more of MJ.

Well he did get injured early in that one season too. He had had B2B 40-point games in the Playoffs against Miami. Remember that Shaq missed 28 games the '96 season when they won 60 games, the Magic were 20 - 8 in those games so it's not like Penny wasn't cooking without him. The team won 45 games the next year but they were playing at a 52-win pace with Penny and were 7-16 without him (25-win pace).
I did go with T-Mac because we only saw 4 seasons of Penny before he got that injury and was never the same again. 4th season McGrady was a lot better than Penny in any of his first 4 and T-Mac was a lot younger (21 vs 25).

Hands down T Mac was a better player. Even though T Mac caught the injury bug in his 20's, i think we saw the best T Mac WE WERE GONNA SEE. Even if he never got hurt. We just didn't get to see it extended into his 30's. He was a 7 time All Star AND 7 time All NBA DESPITE the injuries though. Not many SG's have accomplished that combination. I actually think less than 15 EVER have done that!
At his best, Mac was a top 4-5 SG EVER peak wise. He's up there with MJ, Mamba, Wade, and West. Could legit play and defend PG, SG, and SF. Hell could even defend certain PF's.
If u are talking pure talent on offense, size, and athletic ability as a package, he was AS GIFTED as any SG ever. The sad part is Penny ALSO was as gifted as any PG in that same regard. But we didn't get to see THE BEST Penny we were gonna see. If Penny's trajectory was what it seemed to be, then he would have been on the same level as T Mac. And at the PG, would have dominated the position for years to come.

I voted TMac. He won a scoring title. Other than that neitther really did much. Did they get out of the first round? Penny without Shaq, did he get out of the first round?

As a Memphian who has followed Penny's career since high school, who is also watching him single handedly make our alma mater relevant again, it pains me to have to say T-Mac. I wish that we could have seen at least three more seasons of prime, injury free Penny. Then my answer may have been different.
BTW... What's with the "Let's settle this once and for all"? I have never known this to be a hotly contested comparison. As a matter of fact, I have never once heard this debate.

I know Magic fans argue this one often. Two very similar players and whose prime has been cut short by injuries.
In the end its closer than you think. Both could do everything at an elite level. But Penny was slightly more predisposed to create for others, while TMac was more of a scorer.
But if it wasn't for Penny, there would have been no TMac. Penny was his idol. He was the idol of so many, which was crazy for a guy that was there basically for just two seasons.
