With dribbling, no.

But basketball didn't allow dribbling to begin with.

Or ban the backboards. Make the hoops hover with drone technology. Make them move and change elevation constantly. Make them change sides at random times, players will accidentally score in wrong hoop. Shooters will miss constantly and dunkers will eat air and fall on their ass.

With defense, carrying and traveling banned its about the only thing left to make basketball difficult again
